On 9 October 2026 the US Department of Commerce must issue its preliminary countervailing duty determination on welded stainless pipe and tube from India, Turkey and the UAE; the EU opened two expiry reviews covering Indian and Indonesian stainless in September and October; and the WTO issued a recommendation on 6 October. Order with documented origin and tariff codes now.

October is heavy with trade dates, and each one changes what an importer should ask before signing a purchase order. Welded pipe, cold-rolled sheet and corrosion-resistant coil all appear somewhere in this month's decisions, so a shipment priced today can carry a different cost next quarter. Suppliers that document origin clearly, including Yuze Metal, make those checks quick.

United States: CVD preliminary due 9 October, AD to follow

The US Department of Commerce has a statutory deadline of 9 October 2026 for its preliminary countervailing duty determination on welded stainless steel pipe and tube from India, Turkey and the United Arab Emirates, according to trade.gov. The preliminary anti-dumping determination in the same cases is scheduled for 23 December 2026. The US International Trade Commission passed its preliminary injury determination on 31 August 2026, with Bristol Pipe & Tube, Felker Brothers and Primus Pipe & Tube as petitioners.

The respondents are Indian, Turkish and Emirati producers. Chinese mills are not part of these cases, and Chinese welded line pipe is not being taxed under this docket, so a buyer should not read the proceedings as a blanket move against Chinese tube. What matters for a mixed supply chain is scope: material finished in a named country can fall inside the measure even when the coil came from elsewhere. Product pages such as 304 stainless steel welded pipe and background reading in US stainless steel import policy, tariffs and sourcing in 2026 help when you compare a quotation with the scope wording.

European Union: two expiry reviews running in parallel

On 1 October 2026 the European Commission opened a sunset review of the countervailing measures on corrosion-resistant steels, which include stainless grades, from India and Indonesia (Yieh Phua, 1 October 2026). The examination period runs from 1 July 2025 to 30 June 2026, and the Commission has twelve months to finish the review.

Weeks earlier, on 15 and 16 September 2026, the Commission began the expiry review of the anti-dumping measures on stainless steel from India and Indonesia (SteelOrbis). Duties in force are 10.0–35.3% on Indian material and 9.3%, 19.3% or 20.2% on Indonesian material, depending on the producer. Duties stay payable while a review runs, so the landed cost of EU-bound orders does not move unless the outcome moves it. WTO recommendation on EU measures over Indonesian cold-rolled stainless

On 6 October 2026 the WTO issued a recommendation that the European Union apply its measures on Indonesian cold-rolled stainless flat products in a way that conforms with WTO rules (SteelOrbis, 6 October 2026). The recommendation does not switch the duties off; it asks the EU to change how those measures are applied, and non-compliance carries consequences.

Timing is the practical issue for buyers. Indonesian material priced under the current arrangement may be calculated differently once the EU responds, and a contract signed today can absorb that change. Agree in writing who carries a duty adjustment, and what happens if a review or the EU's answer lands mid-shipment.

Other measures in the same window

Two smaller decisions also change landed cost. South Africa issued its final anti-dumping determination on corrosion-resistant steel coil from China on 30 September 2026 (Yieh Phua). In the United States, the Federal Register carried a correction on 6 October 2026 to the sunset review results for the countervailing duty order on drawn stainless steel sinks, with the all-others rate listed at 8.61%.

Work with Yuze Metal

Yuze Metal Limited was founded in 2012 in Wuxi, China, and exports stainless steel and aluminium products to more than 60 countries, supplying over 300,000 tonnes a year. Every shipment travels with a mill certificate. On the questions raised above, the company sends origin and tariff codes together with each quotation, so a buyer can price duty exposure before comparing offers rather than after the container arrives.

Checklist for importers before the next order

  1. Match the tariff code on your quotation against the scope wording of the measure that applies to your destination.
  2. Check the non-preferential origin on the mill certificate, the invoice and the packing list, and confirm the three agree.
  3. Ask the supplier in writing whether the goods fall inside the US case on welded pipe from India, Turkey or the UAE.
  4. If you ship to the EU, record the review dates of 15–16 September and 1 October 2026, then recheck duties after each step.
  5. Hold volume decisions until after 9 October 2026, and keep 23 December 2026 free for the AD preliminary.
  6. Keep every certificate and quotation version on file; a later audit of origin or duty treatment will need them.
